Richard C. Miller, Jr. graduated from Shenendehowa High School in 1971, received a Bachelor of Science from the School of Industrial and Labor Relations at Cornell University in 1975 and received a Juris Doctorate from Albany Law School in 1978.

He took the bar exam in the summer of 1978 and was admitted to the New York Bar and the Northern District of the State of New York Federal District Court in January of 1979.  He began the private practice of law upon admission, associating with the Law Offices of Joseph Barbetta in Clifton Park in 1979.  He took over the firm in 1983, and kept his office in Clifton Park until 1999. He opened an office at 8 Airline Drive in Albany, NY in 1998 to accommodate his role as corporate counsel for Homestead Funding Corp., which role continues to the present time.

Mr. Miller was appointed Assistant Town Attorney for the Town of Clifton Park in 1980 and remained in that position until 1987.  He also served as the attorney for the Rexford Water District for a number of years and served as Counsel for the Clifton Park Industrial Development Agency. He was retained as a legal consultant to the City of Saratoga Springs in connection with a revision of the Saratoga Springs Zoning Ordinance.  Mr. Miller is a member of the American Bar Association and the New York State Bar Association as well as the New York State Land Title Association. He is a participating member in the ABA Business Law Section Committee on Consumer Finance.

He has been active in the community, including his role as past President of the Clifton Park Baseball League for three years during which term the league hosted its first Babe Ruth World Series. He was also President of the Schenectady Youth Hockey Association for six years.  Mr. Miller lives in Niskayuna, New York.  He is married to Emily and has four sons and a daughter.
